PECT Coastal Besòs Sustainable Territory

The PECT abbreviations correspond to Specialization and Territorial Competitiveness Projects, with which a series of projects led by local public entities are defined to promote actions aimed at the economic transformation of the territory that have a strong component of innovation and favor the creation of employment.

The objective of the PECT Litoral Besòs is to turn the mouth of the river, and its surroundings, into a reference territory in terms of innovation in sustainable development for large metropolitan cities through the improvement of energy efficiency and environmental, the impulse of a low-carbon economy and able to put the necessary instruments to mitigate climate change in a densely populated and urbanized urban environment.

The town councils of Sant Adrià de Besòs and Badalona -which, among the two, bring together a population of more than 250,000 inhabitants-, the Besòs Consortium, the Polytechnic University of Catalonia and the b_TEC Campus Diagonal Besòs Foundation, the latter in the capacity of participating non-beneficiary entity, cooperate in its launching.

The experience of all these institutions in matters such as energy, waste treatment, electrical generation, water cycle management -both in the river and in the sea coast itself- or the creation of cooling and heating networks, has consolidated a knowledge that is to be used to turn a zone historically punished from an environmental point of view, in a reference area with regard to a sustainable territorial development, capable of attracting business investments and open to experimenting with new products, services and processes with which to open the door to the emergence of new technical, scientific and entrepreneurial talent, to improve the quality of life of citizens and improve the management of natural resources.

The place where the project is developed is defined by the mouth of the Besòs river and the immediately adjacent coastline area. This is a space in the heart of the Metropolitan Area of ​​Barcelona, ​​with a strong limitation due to its growth due to the lack of land, where, historically, companies related to the chemical industry, the generation and distribution of energy have proliferated.

A territory specialized in energy and resources

A large number of agents related to the field of specialization of the project (energy and resources) are established within the area where the PECT is developed. In fact it’s the area of Catalonia that brings together the largest number of environmental and energy facilities of a metropolitan character, to the point of becoming a specialized territorial network. Some of the companies present are TERSA, Districlima, Enel-Endesa and Naturgy, to which the waste water treatment plant of the AMB must be added.

The projects

Coordination of operations of the PECT Litoral Besòs Sustainable Territory.

The coordination of the different operations included in the PECT (specialization and territorial competitiveness projects) Litoral Besòs Sustainable Territory is responsible for ensuring compliance with the established requirements both within the framework of the FEDER-Federative Operational Program for Catalonia, as well as in its European regulations, the bases of call and the set of Legal regulations directly related to these bases, the certification and justification process, as well as the channeling of economic resources.

Coordination is also the channel of communication of the PECT outwards, and is responsible for the internal actions that must guarantee the fulfillment of the different objectives established in the different projects and actions planned.

Participating entities

The PECT Litoral Besòs Sustainable Territory project is made up of five member entities, of which two are city councils of the Metropolitan Area of Barcelona -those of Sant Adrià de Besòs and Badalona- that have an aggregate population of just over 250,000 inhabitants. The other three entities are the Polytechnic University of Catalonia, the Besòs Consortium and the B_tec Foundation. The latter participates as a non-beneficiary entity.

The PECT is represented by the Ajuntament of Sant Adrià de Besòs and each participant is responsible for different operations that make up an integral intervention aimed at generating applied research and business attraction around natural resources such as water, energy and ground.

Diagonal-Besòs Campus

An engine of social and economic transformation

In September 2016, the Diagonal-Besòs Campus of the Universitat Politècnica de Catalunya BarcelonaTech (UPC), with 3,500 students and 400 teachers and researchers from the School of Engineering of East Barcelona (EEBE), was launched. With a range of degrees, masters and doctorates, focused on all types of engineering: biomedical, electrical, industrial and automatic electronics, energy, mechanics, chemistry and materials. In addition to the teaching activity (7 undergraduate studies, 6 master’s degrees and 4 doctoral programs), the EEBE also has 41 research groups and centers in different fields of engineering (biomedicine, electricity, industrial and automatic, energy, materials, mechanics, chemistry and nanotechnology).

At present, the EEBE is the driving force of the Diagonal-Besòs Campus. This space of innovation and knowledge, located between Barcelona and Sant Adrià de Besòs, is one of the most powerful university campuses in sustainable engineering in Catalonia, with a surface of more than 150,000m² to accommodate teaching, research, innovation, business activity and services to the university community. The Campus has also been set up with the desire to have a significant impact on the territory, and as a prime mover for social and economic transformation.
