Coordination of operations of the PECT Litoral Besòs Sustainable Territory.

The coordination of the different operations included in the PECT (specialization and territorial competitiveness projects) Litoral Besòs Sustainable Territory is responsible for ensuring compliance with the established requirements both within the framework of the FEDER-Federative Operational Program for Catalonia, as well as in its European regulations, the bases of call and the set of Legal regulations directly related to these bases, the certification and  justification process, as well as the channeling of economic resources.

Coordination is also the channel of communication of the PECT outwards, and is responsible for the internal actions that must guarantee the fulfillment of the different objectives established in the different projects and actions planned.

This includes:

  • The presentation of the PECT project, its representation and the assumption of institutional relations before other instances.
  • The coordination, monitoring and economic and financial control through six-monthly audits.
  • Coordination of the project governance model on-site level.
  • The continuous, intermediate and final monitoring and evaluation of the project.
  • The coordination and execution of the communication and dissemination campaign of the PECT.

The management of the PECT is structured around the Steering Committee, composed by  a representative of each decision-making partner, which is coordinated by the Ajuntament de Sant Adrià del Besòs (city council). This committee assumes the decision making and the monitoring of the development of the different projects, as well as the resolution of the incidents that may arise.

The project is represented for legal and regulatory purposes by the Ajuntament de Sant Adrià del Besòs, which is responsible for the management aspects related to official communications, requirements, technical and economic reports, information management in the application of the program and the institutional representation before the set of organisms and institutions related to the PECT.

This project began in 2016 and will end in December 2020. It has an approved budget of 111,147.69 Euros, of which 55,573.74 are financed with FEDER funds (European Regional Development Fund).

Research for Sustainability

The Besòs coastline is an environment deeply transformed by human activity. The environmental effects of its industrial, energy and urban history have marked this territory and has had a deep impact on its population since the 60’s of the last century. Throughout time, different actions have been developed to regenerate the Besòs River and the coastline adjacent to its river mouth to create a sustainable environment and an environment that offers business opportunities.

The purpose of the Sustainability Research operation is to develop a specific knowledge of the territorial challenges that this space presents in order to face them and, at the same time, generate a pool of new economic and business activity attraction with demonstration pilot actions around the application of ICTs and in a Eco-Innovation framework around the use of water. The project is structured through three different activities.

  1. Identify and establish a network about the Besòs environmental quality.                   Development and application of an analysis methodology with parameters of applied research to identify the agents and companies of the environment and obtain a specific knowledge of the potentialities of the territory, as a first step towards making it a reference in relation to energy and natural resources.
  2. Monitoring of river water quality.  Design of a prototype of scientific research and data analysis to implement a system for measuring and monitoring water quality.
  3. Solutions in the management of water resources.  Design and methodology for the pilot action of improvement in the hydric ecosystem of territory, including the sewerage system, the superficial and phreatic (groundwater) waters and the beaches.

The operation began in March of 2017 and the beneficiary is the Polytechnic University of Catalonia. Its total budget is € 287,219.57, of which 50% are financed through the FEDER fund.

Sustainable management of the water cycle

The purpose of this operation is to develop links between companies, research, development and higher education centers, ecological innovation, public service applications and support for applied technological research in order to promote the transfer of knowledge among the business and scientific worlds.

It materializes in a pilot intervention to implement technologies and infrastructures to encourage the environmental improvement and the sustainability of the water ecosystem that make up the Besòs River, aquifers, waste and surface waters and the coast of the municipalities of Sant Adrià and Badalona.

The operation began in March 2017 and is expected to end in December 2020. The beneficiary is the Besòs Consortium and its approved budget is 204,690.91 euros, of which 102,345.46 correspond to FEDER funds.

The action includes the development of the hardware and software necessary to monitor the coastline, as well as its location and the maintenance of the necessary autonomous systems, to measure the water quality of the Besòs river through a buoy located at the river mouth which can be tracked in real time.

A pilot intervention is also expected to implement the technological resources necessary to control and improve the water ecosystem of the territory, including phreatic water, sewerage, surface water and beaches.

Energy talent

The change in the traditional model of energy production, based on large production centers based on the consumption of non-renewable raw materials, towards a distributed generation that allows the use of renewable energy, such as photovoltaic or wind, needs be treated at the different levels that make up the current model of electrical supply, from the lowest, such as the characteristics and the physical models of the energy assets involved, to the highest, such as the economic and logistics planning of existing assets.

Sant Adrià del Besòs and Badalona have a power supply system based on the traditional models of large energy production centers located with non-renewable primary energy. This model presents the problem of not being able to act in the chain of electrical energy, which prevents the improvement of its efficiency.

Technology can allow us to adapt electrical production in a distributed way and close to the end user. The use of power electronics techniques -which allows the adaptation and transformation of electricity for different purposes- allows controlling the energy flows and making intelligent measurements with which to act on consumer systems, in other words, in the last level of the electrical chain, be it domestic, industrial or services.

The distributed generation allows to use renewable energies, which, thanks to an energy storage system, complete the alternative system to the traditional one. This alternative that wants to be deployed and experienced receives the name of a smart micro-network.

The operation aims to develop a smart micro-network model that allow to improve the energy efficiency in the processes of generation and distribution of electrical energy that may operate as an alternative to the traditional system and reinforces the territory included in the PECT as space specialized in measures for sustainability.

The operation began in March 2017 and is scheduled to end in December 2020. The beneficiary of the operation is the Polytechnic University of Catalonia. Its approved budget is 253,049.83 euros, of which 126,524.92 have been contributed by the FEDER funds of the European Union.


This operation complements the actions carried out to achieve sustainable management of surface and groundwater, in a high density urban environment, through ICTs and systems for monitoring and controlling real-time water resources.

It also envisages the necessary infrastructure works to interconnect a public phreatic water network that is dispersed and to readjust the energy management system of the pumping stations and wells.

The project should allow reducing the consumption of drinking water in irrigation and in jobs such as the cleaning of streets and garbage containers or the use of sweeping machines thanks to the exploitation of existing water resources in the subsoil.

The operation will also allow reducing CO₂ emissions resulting from the energy consumption generated when it comes to capturing, treating, transporting and distributing water for reuse.

The operation began in March 2017 and the beneficiary is the Badalona city council. Its total budget is € 255,371.90, of which 127,685.95 are financed through the FEDER fund.
